Part 1: Why This System Is Materially Feasible
Before unfolding the four rulers, we must first establish a fundamental judgment. This judgment is the material premise for the entire security ruler to stand, and the realistic foundation for whether the previous "safe symbiosis" narrative can hold. In other words, if even the most basic survival safety net cannot be materially supported, then the previous discussions about fairness, innovation, safety net, and cooperation can only remain at the slogan level.
Section 3: The 17% Rule—The Material Foundation of the Security Ruler
I. Core Estimate
Based on China's current industrial structure and productivity level, we derive a cross-validated estimate. What it truly answers is not an abstract academic question, but the most critical question in the previous main thread: if we really want to prevent ordinary people from being cornered by the minimum survival pressure, can this society materially support it?
It takes only about 17% of the labor force, engaged in the most core material production sectors, to guarantee the basic survival of all citizens.
The significance of this sentence is not to create a sensational number, but to illustrate: the safety net is not a well-intentioned slogan out of touch with reality. Under today's productivity conditions, it already has a material foundation that can be verified, organized, and institutionalized.
The composition of this 17% is as follows:
- Agriculture: Food, vegetables, meat, eggs, and milk—approximately 5%
- Basic building materials and housing security: Cement, steel, glass, basic residential construction and maintenance—approximately 3%
- Basic energy: Coal, electricity, oil and gas extraction—approximately 3%
- Basic transportation and logistics: Freight, public transportation, road maintenance—approximately 2%
- Basic textile and clothing: Warmth and coverage—approximately 2%
- Safety net lubrication layer: Basic medical care, water supply, sanitation, basic communications—approximately 2%
- Total: approximately 17%
The definition of "basic survival": being full, warm, sheltered from wind and rain, with water and electricity, basic medical care, and basic communications. This is the bottom line of survival security, not comfortable living, not consumption upgrade, but the guarantee that no one will fall below the survival line in any circumstance. Precisely because we are only discussing the "bottom line" here, what the 17% rule proves is not that "society only needs a few people to work," but that "society is fully capable of steadily supporting the bottom line first."
II. Estimation Calibration and Recalculation Process
This number is not based on impression, but according to the recalculation process in seventeen-percent-recalculation.html, recalibrated according to China's 2024 public statistical data. The recalculation no longer directly works backward from "how much employment population a certain industry accounts for," but instead uses the "minimum living basket method": first define how much food, vegetables, basic protein, clothing, housing renewal area, basic transportation, and basic electricity a person needs at minimum per year, then convert it to the national total physical quantity according to the total population, and finally estimate the manpower required to meet these physical quantities according to the realistic productivity and related employment scale.
The population and employment anchors used in this recalculation are: national population of approximately 1.40828 billion, national employed personnel of approximately 734.39 million. The capacity calibration anchors include grain total output of 706.5 million tons, pig/cattle/sheep/poultry meat output of 96.63 million tons, clothing output of above-scale enterprises of 20.462 billion pieces, residential completed area of 537.41 million square meters, total social electricity consumption of 9,852.1 billion kWh, urban and rural residential electricity consumption of 1,494.2 billion kWh. The role here is not to mechanically bring in the total employment of all industries, but to use the realistic capacity to judge how much proportion of the entire social production structure the "minimum living system" occupies.
The recalculation adopts three calibration standards. The strict survival standard only retains the minimum survival needs; the basic safety net standard corresponds to "being full, warm, sheltered, able to move, having basic modern living conditions"; the stable safety net standard reserves necessary redundancy on the basis of minimum security, avoiding system failure upon any fluctuation. Taking "basic safety net" as an example, the per capita standard is roughly: 100 kg of grain, 110 kg of vegetables, 40 kg of basic protein, 8 pieces of basic clothing, 18 square meters of minimum living area, 1,000 km of basic transportation, 800 kWh of basic electricity.
According to this standard, the country needs approximately 141 million tons of grain, 155 million tons of vegetables, 56 million tons of basic protein, 11.266 billion pieces of clothing, 422 million square meters of annual housing renewal, 1.41 trillion person-kilometers of basic transportation, and 1,126.6 billion kWh of basic electricity per year. Comparing these physical quantities with the realistic supply, it can be seen that the so-called "safety net" is not about replicating the production scale of today's entire consumer society, but only intercepting the part necessary to guarantee the minimum living of all citizens.
The manpower estimation is also not "filling in numbers by feeling," but first finding the realistic original employment scale, and then scaling according to the proportion of minimum demand to current supply. Taking "food" as an example, the baseline scale takes the employment scale directly related to the food system in the primary industry at approximately 163 million people; under the "basic safety net" standard, the minimum demand is approximately equivalent to 20% of the current staple food supply, 18% of the vegetable supply, and 58% of the basic protein supply. After weighting by staple food 55%, vegetables 25%, basic protein 20%, the minimum food system demand coefficient is approximately 0.27, so: 163 million × 0.27 ≈ 44 million, and after reserving redundancy for storage, cold chain, slaughter, basic processing, and seasonal fluctuations, it is rounded to approximately 45 million people.
The other three items are processed according to the same logic: clothing is scaled by quantity and realistic clothing output, because of strong durability and low labor density, so under the "basic safety net" standard, approximately 5 million people are needed; housing is converted to annual construction and maintenance volume according to the minimum living area and renewal cycle, and then scaled from the construction, building materials, maintenance, and pipe network systems, approximately 34 million people are needed; transportation is scaled by necessary public transportation and necessary logistics flow, approximately 10 million people are needed. The narrow total of the four items is approximately 94 million people, accounting for approximately 12.80% of the national employment population.
If we also count the necessary supporting systems such as power supply, water supply, warehousing, retail terminals, sanitation, and grassroots maintenance, the "basic safety net" standard requires approximately 106 million people, accounting for approximately 14.43% of the national employment population; while under the higher "stable safety net" standard, the broad minimum living system requires approximately 134.5 million people, accounting for 18.31% of the employment population. In other words, the narrow four items are roughly between 9% and 16%, and the broad minimum system is roughly between 11% and 18%.
