Part 5: How This System Faces the Future
This part focuses on the v26 framework's future-oriented design, including the anti-fragility mechanism, "ruler-free land", the "dignified failure" public certification, and the application cases of the four rulers (driving test reform, AI + judiciary), as well as the extension of Chinese and world philosophy.
Section 16: Anti-Fragility — Leaving Institutional Space for Brave Failure
A system that only pursues "not making mistakes" will eventually become rigid. A healthy society also needs "daring to be good" — daring to make those attempts that may fail but once successful, will change the landscape.
1. Set Up an Anti-Fragility Investment Window
From the universal dividend chassis or the increment currency issuance, a fixed small proportion (such as 2%) is allocated to invest in high-uncertainty, high-potential-return exploration areas. It does not pursue short-term returns, and allows total loss. Decision makers are not responsible for losses, but must be responsible for the transparency of the decision-making process. What is corresponded here is exactly the first two paragraphs of the innovation full-life-cycle mechanism: first use low-pressure funds to keep the spark of the "ruler-free land", and then let part of it enter high-risk exploration. Only when the results later enter the verifiable increment formation stage, do they transfer to the accounting and reward of the incentive ruler; successful projects are heavily rewarded according to the incentive ruler, and the returns flow back to the universal chassis.
2. Establish a "Dignified Failure" Public Certification
For innovators who have undergone strict evaluation, transparent process, and failed not due to personal dereliction of duty or speculation, the state issues a "dignified failure" certification. What it wants to protect is not any failure, but the legitimate trial and error that stays in the "ruler-free land" or high-risk exploration stage and has not yet had time to be transformed into stable increments. Holders of this certification are exempted from some professional qualification restrictions, obtain priority use right bidding weighting in the next entrepreneurship, and failure cases enter the public knowledge base. Supporting mechanism: the certification must be accompanied by a "cooling-off period" — within three years after obtaining the certification, the weighting privilege cannot be used, and at most two certifications can be accumulated in a lifetime, and the third one will automatically become invalid. Prevent the certification from being arbitraged.

3. Protecting the Exploration Area "Temporarily Not Measured by Any Ruler"
Some explorations in the early stage cannot be included in any of the security (unsafe), labor (not recognized by the market), incentive (no visible return) rulers. For example, the marginal exploration of basic science, new art forms. The system needs to set a "ruler-free land", providing a very small amount of unconditional, unassessed funding to protect the spark. This is not an exception of the incentive ruler, but the starting point of the innovation full-life-cycle mechanism: the spark first survives here, and then may enter high-risk exploration, verifiable increment formation, and publicization of mature achievements. There is only one rule: if the discovery obtained in the ruler-free land generates commercial value in the future, a certain proportion must be fed back to this public pool, so that the spark will continue.
Section 18 Appendix: Default Opacity Is Also a Kind of Institutional Stupidity
Default opacity is also a kind of institutional stupidity. Many systems do not deliberately choose to be opaque, but they fail by default, which is even more terrible than choosing to be opaque by intention. The v26 framework points out that the institution should default to transparency, and only in specific scenarios should opacity be allowed, and this permission must be strictly reviewed and traceable.
Section 23: Application of the Four Rulers — Taking the Driving Test Reform as an Example
The driving test is a typical case of the four rulers' application. The current driving test often only tests "can you drive a car", but does not test "can you drive safely, can you drive in a coordinated manner, can you continue to learn and improve". The v26 framework proposes the driving test reform from the perspective of the four rulers:
- Security Ruler: The test should not only test "can you drive a car", but also test "do you have the safety awareness and the ability to handle emergencies"
- Labor Ruler: The test should not only test the moment of passing, but also include the long-term driving behavior assessment, so as to ensure that the driver can continue to maintain safe driving habits
- Incentive Ruler: The test should not only be "pass or fail", but also include incentive measures for continuous excellent drivers, so as to encourage drivers to continue to improve
- Meaning Ruler: The test should not only be a tool for the institution to screen people, but also a process to help drivers understand the meaning of safe driving, so as to cultivate drivers' sense of responsibility
Section 24: Application of the Four Rulers — AI + Judiciary: Letting the Court Return from "Comparing Answers" to "Reasoning"
The current judicial system is increasingly facing the challenge of AI. On the one hand, AI can help judges handle a large number of repetitive cases and improve efficiency; on the other hand, if AI is allowed to directly make judgments, it may erode the essence of "reasoning" in judicial activities. The v26 framework proposes: AI + judiciary should let the court return from "comparing answers" to "reasoning" — AI can be a tool to help judges retrieve precedents, organize evidence, and analyze logic, but the final judgment must be made by human judges who bear responsibility, and the reasoning process must be open and reviewable.
Specifically:
- AI as Assistant, Not Decision Maker: AI can provide reference suggestions, but cannot directly make judgments
- Reasoning Process Is Open: The judge's reasoning process must be open and reviewable, not a black box
- Responsibility Attribution Returns to Humans: The final judgment is borne by human judges, not AI
- Precedent Library Is Public: The precedent library used by AI should be public and reviewable, not a black box of a few institutions
Classic Restatement: Re-narrating in Six Chinese/World Philosophies
The v26 framework is restated in the discourse of six Chinese and world philosophies, including Confucianism, Taoism, Buddhism, Marxism, Western classical philosophy, and contemporary political philosophy. The purpose of this part is to show that the four rulers theory is not a "foreign import", but a theoretical framework with deep cultural roots, which can be resonated with in different cultural traditions.

Section 25: The Sinking of the Four Rulers at the Platform/Enterprise/Individual Level (Integrated from new/11.md)
The four rulers are not only applicable at the macro level (state, society), but also can be sunk to the platform, enterprise, and individual level. Specifically:
- At the Platform Level: The platform should not only pursue profit, but also consider the security, labor dignity, innovation incentive, and meaning of the users and workers on the platform
- At the Enterprise Level: The enterprise should not only pursue profit, but also consider the security, labor dignity, innovation incentive, and meaning of the employees
- At the Individual Level: The individual should not only pursue their own interests, but also consider the security, labor dignity, innovation incentive, and meaning of themselves and others
The sinking of the four rulers is not to make everyone a saint, but to provide a common language and common ruler for different levels of decision-making, so that decisions at each level can be more comprehensively considered.
